Can I encrypt thumb drive for both iPad and Windows

I've been using an iPad with a Lightning connector for both work and personal use for a long time. I have been utilizing an encrypted Lightning Sandisk (expand) memory key for business, which can carry roughly 300 GB of files, including MP3, MP4, PDFs, and PowerPoints. According to business policy, it must be encrypted. I just received my new iPad Mini 6 (iOS15), and for the first time, it features a USB-C. How can I get an encrypted memory key that is filled with business files as I still require one? It must be encrypted and function on both PCs and iPads. Is APFS the best method? Please take note that I do not own a Mac.

Since iOS 14 and iPadOS 14, Apple added encrypted drive support to the Files app, but only APFS-encrypted drive is accessible on iPadOS 14 and later.  Given that you don't have a Mac available, and you can't encrypt the drive with APFS in Disk Utility, what's more, APFS is not supported by Windows by default.

If you can use a Mac to encrypt the drive with APFS-encrypted, then you can use it on an iPad, and some third-party APFS for Windows software enables you to read and write APFS on Windows.
