How to recover files from a hard drive?

I have the MacBook Pro 2015 that all of a sudden could not be turned on. I tried SMC reset but that did not work either. With the charger in, the adapter light does turn green upon reset, but my mac still is unable to turn on. The keyboard light also does not turn on like it usually does. I am wondering if apple does any file recovery and at what price. Thanks!
